NAMI Central Mississippi Affiliate minutes
January 30, 2008

Present: Kira Johnson, Michele Perkins, Signe Shackelford, Ricky Quinn, Larry Swearengen, David McIntyre, Carolyn Barkley, Liz Milne, Richard Courtney, Jerry McCarver, Annette Giessner, and Ann Jensen

President David McIntyre called the meeting to order.

Minutes: The November minutes were approved (no meeting in December).

Housing Report: David announced that a meeting will be held February 13 with Catholic Charities, Neil Edwards, NAMI MS, City of Jackson, etc. to discuss possible application of a HUD housing grant. He stated Catholic Charities has agreed to be the financial partner; they will handle money. He stated the City of Jackson has land available at low prices under a renewal project. It was mentioned that the HUD Lexington project with NAMI Mississippi and Region 6-Life Help will resubmit for this year’s grant money due to technicality in the grant.

Treasury Report: Vice President Ricky Quinn reported that $231.50 was earned by our affiliate at the October Walk. Our balance is $874.50.

DMH Update: Signe Shackelford, who serves as 1 of 3 Coordinators for the Consumer & Family Affairs Division at the DMH, discussed the Peer Review Program. Peer Review involves visiting CMHCs, making comments, and is a good way to get to know the system. All expenses are paid. These reviews are booked through April, but she encouraged those interested to contact her. Ann Jensen also has the schedule and application forms. Signe gave dates for the State Consumer Conference: Central MS-May 29-30 in Meridian, North MS-June 5-6 in Oxford, South MS- June 19-10 in Hattiesburg.

Jackson State University Update: Kira Johnson reported on new mental health events at JSU. She will be speaking later tonight at a sorority for 15 minutes about mental health resources to make students more aware of mental health issues. She also mentioned an upcoming anti-stigma event on March 26 and requested NAMI’s help. In addition, a movie night will be held at JSU Student Union on mental illness to give students an opportunity to dialogue.

Education Update: Ricky announced NAMI MS state conference on April 4 and 5 with speakers, Ron Honberg, Clarence Jordon, Dr. Pat Ainsworth, and Dr. Cyndi Undesser. He is working on the conference flyer to be completed soon. He showed the group the new information prescription-style pad he developed with our affiliate information and asked members to distribute at doctor’s offices, hospitals, and other locations. The group discussed topics for speakers and the possibility of showing a mental illness film at a future meeting.

Legislative Update: Guest speaker, Larry Swearengen, Coordinator of Special Projects for NAMI MS gave an update on the current Medicaid match situation affecting CMHC services. The DMH has asked the Legislature for a Deficit Appropriation of 22 million to cover the Medicaid match for the CMHCs for the remainder of this fiscal year ending June 30, 2008 and for a 22 million Appropriation for next year’s match. The House has passed the Deficit Appropriation 122 to 0. The issue is now in the Senate. The Governor is allowing 10 million in his budget for the match. It could possibly take the rest of the session before it is resolved. The DMH will make decisions on how the appropriated money will be used, what services will be available, etc. Larry gave a sample letter, an explanation, talking points, and addresses for members to write legislators in support of the Medicaid match money. He also discussed some past advocacy efforts.

NAMI Central Mississippi Affiliate Meeting Minutes
February 28, 2008

President David McIntyre called the meeting to order. 

Minutes:  January minutes were approved.

Conference Report:  The 2008 NAMI State Conference will be held at the Clarion Hotel on I-55 North on April 4-5.  We decided to consider having a packet including NAMI brochures for each program offered (Peer-to Peer, F2F, etc.) available at the Conference.  Several members volunteered to help in the office and at the Conference.  We asked that the NAMI office staff send State Conference brochures to local law enforcement; they agreed to do this.

Education update:  David McIntyre said he has a meeting scheduled on Thursday, March 27, with Region IX Director Margaret Harris. 

As a result of a recent police altercation in Flowood which resulted in the death of a psychotic man, David will also call Dave Vann, Director of Region VIII, to determine what kind of training Rankin County law enforcement has received for managing crises involving those with mental illness. [Update:  Dave Vann told David that all law enforcement in Rankin County has been trained, but he did not specify the nature of the training.]

The Canton Police Department has indicated that the Department would like NAMI training.

The laws have changed regarding involuntary commitment, which can now occur in any Mississippi county, not just the county of residence.  The NAMI office may change our brochures to reflect this.

Other Business: Ricky Quinn moved, and Jerry seconded, that Annette Giessner represent our Affiliate on the NAMI State Board.  The motion was unanimously approved.

Secretary/Treasurer’s report:  With the funds from the NAMI walk, the affiliate balance is $874.50.

Next Meeting: The next meeting is planned for 6 P.M. Tuesday, March 25, 2008, at Rick Courtney’s office.  The April meeting will be held on Thursday, April 17, 2008.  The meeting was adjourned.

NAMI Central Mississippi Affiliate Meeting Minutes
March 24, 2008

Present: Annette Giessner, Ricky Quinn, David McIntyre, Ann Jensen, Jerry McCarver, Richard Courtney, Emily Hodo

President David McIntyre called the meeting to order.

Minutes:  February minutes were approved.

Conference Report:  The 2008 NAMI State Conference will be held at the Clarion Hotel on I-55 North on April 4-5.  The planning is going according to schedule.  There will be an announcement in the Clarion-Ledger this week.

Education update:  David McIntyre said Ricky and he met as scheduled on Thursday, March 27, with Region IX Director Margaret Harris and Dr. Tamara regarding housing.  David reported that they were very interested in any housing ideas NAMI has and will work with us.  They were also open to NAMI Provider Education Training at the Region IX facilities.  They indicated that Sheriff McMillan may be receptive to law enforcement training.

David said he has a copy of the curriculum that Region VIII used to train law enforcement officers in Rankin, Madison , Simpson, and Copiah Counties .  We will compare it to CIT training and consider using one or the other for law enforcement officer training if we are able to do so.

A Peer-to-Peer course to be taught at the NAMI MS office on Briarwood Drive will be held on April 10th, 11th, 14th, and 15th.

Other Business:  Ann has the names and addresses of members in all four counties in our affiliate area (about 100).  We plan to send each one an invitation to our May 15 Affiliate meeting when we will try to provide an IOOV presentation.  We will include an IOOV poster in the first invitation, which will request a reply by May 1, and send a reminder post card later.  David and others will get some brochures ready to give to members at the May meeting.

Annette stated that it was mentioned in a recent PACT meeting that the DMH is considering having about 3 CMHCs begin operating 3 of the current Crisis Centers as 24/7 facilities under their own standards vs. hospital standards. They would not require a court commitment as they do now.

There will be an IOOV presentation at Tougaloo College in April.

In the future, our affiliate meetings will be held the third Thursday of each month, except June and December (per by-laws), in St. Dominic Hospital conference room #1.

Secretary/Treasurer’s report:  No change in the account since last meeting.

April 17, 2008

President David McIntyre called the meeting to order.

Minutes:  March minutes were approved.

Education update:  Eli Lilly and Company is sponsoring a new program called Community Conversations, devoted to sharing data relevant to improving the lives of consumers recovering from mental illness.  The NAMI State Board has agreed to partner with Eli Lilly to help implement this new approach to consumer advocacy.  NAMI has been asked to assemble a group of 15 diverse stakeholders from the Central Mississippi area to take part in the first of three day-long meetings April 30th.  This group will dialogue on such topics as housing, employment, transportation, and criminal justice outcomes for people with mental illnesses, to establish which is the single most critical issue facing consumers in our area.  We will wait until this decision is made to pursue further consideration of what law enforcement training we will advocate in our area.

Housing Update:  David has been in contact with the Reverend Buckley from Cade Chapel M. B. Church in the Virden community in Jackson regarding long-term housing for low-income individuals and families.  The area is north of Woodrow Wilson Avenue between Bailey Avenue and Highway 49 North.  Our Affiliate may partner with the Cade Development Corporation to find suitable housing for those with mental illnesses.  David provided each of us with a brochure explaining the concept and their specific plans.

Other Business:  We plan to send each member in Hinds, Rankin, Madison , and Copiah Counties an invitation to our May 15 Affiliate meeting when we will try to provide an IOOV presentation.  We will include an IOOV poster in the first invitation, which will request a reply by May 1, and send a reminder post card later.  David and others will get some brochures ready to give to members at the May meeting.

Liz has advertised in the Rankin Ledger for the Connection support group she facilitates on the first and third Monday each month at 6 PM at St. Peter’s by the Lake at the reservoir.  Carolyn suggested that Connection leaders need more support and more people trained.

Only $10 million of the requested $22 million Medicaid match deficit for the Community Mental Health Centers was approved. CMHCs that have been paying their Medicaid matches will get their part of the approved 10 million first.  Dave Vann (Region 8) said they will continue to offer all the services there.

Since Shirley Montgomery has resigned as the Executive of NAMI Mississippi, a new Director is being sought.

President David McIntyre called the meeting to order.

Minutes:  April minutes were approved.

Education update:  The NAMI State Board has agreed to partner with Eli Lilly to help implement a new approach to consumer advocacy called Community Conversations.  At the first of three planned NAMI Mississippi Community Conversations meetings (April 1st), it was decided that criminalization issues are a critical area presently facing consumers in our area and one where some aspects are solvable.  An Action Plan was created to advocate for persons with mental illness and their families by becoming more involved with this system.  A second meeting, to be held on July 1st, 2008, will include these stakeholders and others to pursue further consideration of what criminalization areas, which includes law enforcement training, we will advocate for in our area.  On May 20, Larry Swearingen and David McIntyre will meet with Hinds County Sheriff Malcolm McMillan as part of this effort.

Other Business:  A number of invited guests had come to hear an In Our Own Voice presentation and David brought to their attention NAMI brochures available at the meeting.  He also informed us about the Mississippi Public Broadcasting special, Out of the Shadows, to be shown May 21.  He also solicited support for the NAMI Walk and requested suggestions for affiliate meeting speakers.

Ricky Quinn informed the group about what is available on the Affiliate website.

Liz Milne offered her IOOV presentation.  She was very well received and took questions afterward, explaining a relapse prevention plan, the Peer-to-Peer advance directive, and the time and place of Connection meetings.

Next Meeting: There will be no meeting in June.  The next meeting is planned for 6 P.M. Thursday, July 17, 2008, at St. Dominic Hospital lower level conference room #1.  The meeting was adjourned.
